I got the overdrive media console app for iPad. How do you get books and is it free to do so? Btw I already found my library on there.

An app does not entitle you to free content, to let you know.
However, your library, as a rightsholder, can let you use the eBooks they have availabe, usually for free or other reasonable terms. Go to their website, or a local branch, to get more info.
